International Labor Organization Predicts Higher Unemployment

The International Labor Organization says nearly 200 million people are without jobs. And the ILO is warning of even higher unemployment this year.
국제 노동 기구에 따르면 거의 2억 명에 해당하는 사람들이 실직 상태이며, 그들은 올해 실업률이 훨씬 높아질 것에 대해 경고하고 있다.
The United Nations agency this week released a report called “Global Employment Trends 2013”. It says the number of unemployed worldwide rose by more than four million last year, compared with 2011. The report says one fourth of this increase was in developed economies. The remaining 75 percent were in mainly developing economies in Asia, and in African countries south of the Sahara Desert.
이번 주에 유엔 본부는 “2013 전세계 고용 트렌드”를 발표했으며, 이에 따르면 2011년에 비해 전세계적인 실업률이 지난 해에 4백만 이상 증가했으며, 이 가운데 선진국의 실업 증가율이 1/4을 차지한다고 한다. 나머지 75퍼센트는 주로 아시아와 사하라 사막 이남에 위치한 아프리카의 개발도상국에 해당된다.
The report says an estimated 39 million people stopped looking for work last year. It says the average length of unemployment increased sharply in developed economies. One-third of all job seekers there were unemployed for a year or more.
또 작년에 3천 9백만 명의 사람들이 구직 활동을 중단한 것으로 여겨진다. 선진국에서는 실업의 평균 기간이 급격히 증가했으며, 모든 구직자의 1/3에 해당하는 사람들이 1년 이상 실직 상태로 있었다고 보고한다.
The ILO’s Director-General, Guy Ryder, is concerned about the world economy. He says the recovery is not expected to be strong enough to reduce unemployment quickly.
국제 노동 기구의 사무총장인 가이 라이더씨는 세계 경제에 대해 염려하고 있다. 그에 따르면 빠른 속도로 실업률을 감소시킬 만큼 경제의 회복이 영향력이 있을 것 같지 않다고 한다.
“We see that unemployment is set to rise again. Our projection would be for 5.1 million more in 2013 and still a further 3 million in 2014. So the trends are very much in the wrong direction.”
“우리는 실업률이 다시 상승할 거라고 예측합니다. 2013년에 5백 10만 명이 추가로 실직 상태가 될 것이며, 2014년엔 3백만 명이 더 늘어날 것이라고 예상합니다.”
The ILO report says the labor market is especially difficult for young people. It says almost 74 million people between the ages of 15 and 24 are unemployed worldwide. That represents an unemployment rate of 12.6 percent.
국제 노동 기구의 보고서에 따르면 취업 시장은 특히 젊은 사람들에게 더 어렵다고 한다. 전세계적으로 15세에서 24세 사이의 7천 4백만 명의 사람들이 실직 상태에 있으며, 이것은 실업률의 12.6퍼센트를 차지한다.
The report says more and more young people who experience long-term unemployment stop looking for work. It says this prevents young people from gaining on-the-job experience.
또 실직 상태가 긴 사람일수록 더욱더 구직 활동을 하지 않으며, 이러한 현상은 젊은 사람들이 실무 경험을 할 수 없도록 만든다고 한다.
Guy Ryder says the ILO has been warning about the risks of what it calls a “lost generation.” He has called on policy makers to support youth employment.
가이 라이더씨에 따르면 국제 노동 기구는 이른바 “잃어버린 세대”에 대한 위험 요소에 대해 경고해 왔으며, 본인은 정책 입안자들이 청년 고용을 장려하도록 촉구해왔다고 한다.
Mr. Ryder says all countries, especially developed ones, must provide more predictable policies. He says these policies must include measures to increase wages and support stronger consumption. And he says countries should enact reforms to strengthen the banking industry, so banks can support investment and provide credit.
라이더씨는 모든 나라, 특히 선진국들은 예상 가능한 정책들을 내놓아야 하며, 이러한 정책들은 반드시 임금을 인상하여 강력한 소비를 장려할 수 있는 방안을 포함해야 한다고 한다. 또 은행들이 투자를 후원할 수 있고, 융자를 제공할 수 있도록 각국은 금융 업계를 강화할 수 있는 개혁안을 제정해야 한다고 말한다.
While the I.L.O. believes there is reason to be concerned about the world economy, the International Monetary Fund expects the international economy to grow slowly this year. A new IMF report predicts that international growth will reach 3.5 percent in 2012. That would be three tenths of a percent better than the rate last year.
국제 노동 기구에서는 세계 경제에 대해 우려해야 할 이유가 있다고 믿는 반면 국제 통화 기금은 올해 국제 경제가 느리게나마 성장할 것이라고 예측한다. 새로운 국제 통화 기금의 보고서는 국제적인 성장은 2012년에 3.5퍼센트에 도달할 것이며, 작년보다 0.3퍼센트 나아질 것이라고 전망한다.
